I think a huge problem is that most managers have no idea how to manage. Which is a structure problem: if you have someone who is really good at a position, you can't pay them more to work in that position. Instead, you promote them to a position where they have no idea what they're doing and hope that'll rub off on their subordinates.

Control is a lifeline they're reaching out for, because they have no idea how to do anything else.
