Our management structure is truly terrible at so many companies. This reminds me of one boss I had who I liked (he was a couple steps above me, so very little direct interaction in work), but apparently did a lot of the things your Mary did to his direct reports. The higher ups called him Teflon behind his back because he always had a way to redirect his mistakes onto others.
